Edward Kiper Moss (b. June 23, 1916, Lancaster, Pennsylvania), became Assistant Chief of the Analysis and Reports Division of the National Emergency Council in 1939, and was a Research Assistant and Information Specialist (eventually Chief of Information Section) in the Office of Government Reports (OGR).
